Not really an option for me.

If you're willing to wait 4 weeks or however long for the paypal return policy to expire you might find a seller. I think even coinbase makes you wait a month at first to withdraw bitcoins so its kinda standard. But dont use paypal man...
I'd reccomend you just meet someone in person, anyone who has bitcoin for sale could get dark for you pretty easily.
