I read:

A - 72% of the pools pay 20% to masternodes. (Good!)
B - 70% of the pools updated to RC4. (Good!)
C - 47% of the pools did both: RC4 and paying 20%. (Okay..)

If we get A above 90% and C above 75% we should be good to enforce.
For the enforcement A is most important. RC3 blocks paying 20% would be accepted to the RC4 blockchain. RC4 blocks paying 10% would be orphaned.

I thought RC3 is on different protocol version and should be rejected after enforcement... if not how can we force them to update then?

Well RC3 pools are already kicked off the network by protocoll version but as you can see, their found blocks and broadcasted transactions are still valid and make it into the block chain. I am not sure how this works. In therory RC3 and RC4 should create two separate networks as they dont talk with each other.

But it seems they do somehow.

Enforcment is in OFF mode.
Thats why rc3 and rc4 works together.
Evan should be more dictatorous in soe cases.
 
I think Wafflepool updated to darkcoind RC4.
And it seems Dedicatedpoolcom was experimenting with the combinations of darkcoind & mn payments (last block found was RC4 + 10%). :)

Always better than nothing.
ipominer.com dev told me he will not update till the timeline will not be precised
 
My personal feeling is that we shouldn't wait too much longer to enforce. I guess it all depends on what proportion of the total pool hashrate is still on RC3...

Not sure if already confirmed here but I received a 20% wafflepool payment on two RC4 masternodes today.
 
innmlist.... should be equlto... hmmmm.....from links of chaeplin looks they don`t
