Proposal: Core Team Xtra Fixed (Don't Burn Unspent Dash!)

(This is the corrected proposal. My first proposal was for the wrong amount. This one is correct.)

Evan and the rest of the Core Team do an amazing job and get paid very little each month. In December 2015, due to the budget not being finalized, no budget funds were disbursed. Nonetheless, Evan paid the Core Team that month out of his own personal funds.

Unless another proposal is approved in the next 36 hours, 625+ Dash in budget funds are going to be "burned" during this budget cycle. That seems wasteful, since there is so much that could be done with that money to further the Dash ecosystem. I propose paying those 625 Dash to Evan to be used either to make an additional payment to the Core Team this month, or to partially reimburse himself for the December payment that he made personally.

This proposal pays to the same Dash address as the main core-team budget ("XtspXMnoGt4RF23CZ7MQQ7NFmkAebMUNME"). Don't take my word for it--enter "mnbudget show" in the console of dash-qt, or "dash-cli mnbudget show" on your linux system and compare the address for this and the address for the original core-team proposal. They are identical.

It is well known that the December budget proposal's were never paid? It's the first I've heard about this? Do we know what happened with that? Is there some manual magic needing to be done with the super blocks?

Don't get to crazy about burning Dash we have literally burned the following Dash from Oct, Nov, Dec, and Jan budget proposals:
Oct: 7990 - 7524 = 466
Nov: 7990 - 7700.69 = 289.31
Dec: 7,999.00 - 7,162.17 = 836.63
Jan: 7,990 - 7482.43 = 507.57
Total: 2099.51 Dash

That's two full masternode's that could be controlled by the foundation, securing the network, used for production testing, and generating future income for the foundation issues. This is no small issue feat and it's only been 4 months.

Also, TIL from flare that coins aren't "burnt", they just never come into existence. I also agree with you David, as a young currency we should maximize what we have.

It's like my grandfather said: "Let's count ever penny". Let's make every penny work for us.

How did that happen? Why was not 12-2015 governance paid?

Nothing was paid in December, per the thread Flare posted. The budget wasn't finalized. Now the team double checks to make sure and is working on auto-finalizing in the next version, iirc.
 
So looks like there was in fact no extra budget funds this month? Somebody got their math wrong because three proposals didn't get paid out, including this one.

Hello! The budget system was finalized and at the time these three proposals were not established (All three were submitted too late). Budgets must be submitted at least 24 hours before the budget system in finalized. This means they must be submitted 3 days before the budgets are paid out.

v12.1 Improvements:
- I am going to add some warnings to v12.1 when you add a proposal to let the proposer know they should move the budget proposal to the next month if they're within that finalization period.
- We also need to vote on if we want to support contracts in the new system, I'll put a proposal up before I begin work on that next week

Sorry for the confusion, but it's not a bug, everything is working great

It wasn't bad math - there were enough funds. It was bad timing - those three proposals came in too late.

I would love to see a detailed explanation of the "rules" of the budget system; this "3 day rule" is the new to me. Perhaps it is somewhere, but I'm not sure where.

Yeah I didn't get a chance to edit my post again lol. Math is fine. This is the first I'm hearing of the 3 day rule as well. Looks like the wifi portal received funding.

And I heard that JuanSGalt Will receive the funding for Anarchopola, but unfortunately it doesn't look like the extra funds for core team will get paid out. Solarminer made a good point on slack though. The price of DASH has increased so the core team is actually getting more than they were in previous months.
