It is not enforced so far i know. That could change when Evonodes get PoSe scored on Platform chain.I see on the site that quite a few node holders have a problem with encryption... how critical is it?
Most of the work for that is already done i think (it is in review / testing --> https://github.com/dashpay/dash/pull/6613).
I am not sure when Core will implement this for Evonodes, this 'in review / testing' is on their agenda for awhile now.
Maybe they need a major Core version change (v23 ?) for this.
Right now it just causes services that depend on ssl certified ip addresses / https to not beeing able to connect and either failing or
having to try other Evonodes that do have https. I am not sure we currently even have services that really depend on Evonodes having
a valid ssl ip address cert.
