Transaction confirmed, but wallet is still empty after 17 hours

My funds are sent from OKX via the blockchain but the recipient haven't received them. It has 458 confirmations now, but recipient is still sending me screenshots of the empty wallet (attached). Timezone on the screenshots is UTC+4.

Why could this happens and what should I do to make sure the recipient doesn't make fool of me?

Here are my transaction details:

Receivable amount: 1.46 DASH
Fee: 0.0016 DASH
Network: Digital Cash
Withdrawal platform: OKX

Have recipient check if he/she is using Dash Core v19.2 wallet.

It is expected that if you do not upgrade prior to the fork on July 6th, you may need to reindex.

If recipient is still on an older Dash Core wallet (v19.1 for example or older), then that recipient needs to update his Dash Core wallet to v19.2 and do a reindex, as this means that recipient is forked off from main Dash chain.

If they are receiving to an Electrum Wallet (Exodus, Edge, Atomic DEX, etc), ElectrumX is down for a bug fix, if they are receiving to mobile, there are updates for those as well. But I reckon it's a Mobile wallet from the amount. Which could still be an ElectrumX issue if it is a multicoin wallet. From the screenshots I see it is Dedicated Dash Mobile wallet, have them upgrade to latest version of iOS or Android, then restart their phone and let it sync.
