Why the maximum supply of dash is 18.9 million?

I would actually like to know this, too. I get a limited supply makes sense, but why 18 Million (or 21 Million for BTC)? Why not 100 million, or 21 billion? Is there a reason for this specific number?
 
With regard to Dash, I don't know the answer, but here is an answer re: Bitcoin:

Speculated justifications for the unintuitive value "21 million" are that it matches a 4-year reward halving schedule; or the ultimate total number of Satoshis that will be mined is close to the maximum capacity of a 64-bit floating point number. Satoshi has never really justified or explained many of these constants.

Dash's limit is probably similarly arbitrary.
 
These limits are somewhat arbitrary, what matters is the rate of issuance (inflation rate) in relation to the limited supply. The fact that it's so divisible makes the 'whole numbers' irrelevant in the grand scheme. There are enough 'units' to go around.
That said... you'll want to own more 'whole numbers' ;)
