What is the best and and safest online wallet for Dash ?

This wallet on Hard disk !?
is that mean if I delete the files of program or due to virus on hard disk my coin will losted ?
You always have to backup your wallet but yes if you delete all the files from your PC it will be hard to get your deleted data from HD.
You might use electrum-dash and you need to save the SEED or use the dash-core client and need to encrypt the wallet + backup you wallet on usb drive or something like that, you may also export the privkey to have in n the paper.... there are many ways to store safely your coins.

i guess you are asking about Jaxx or Exodus
they are both very good , trusted by team and cross platform
3rd party wallets - not official dash
(i use them for small holdings / do all my daily payout stuff there )
and sure the savings account should still be a QT or electrum

There is no safe online wallets for cryptocurrencies, as they are all - centralised services (so you have to send them your funds so... they can be stolen in any moment...)
Dash Evolution will offer the first decentralised (=safe) online wallets - but it is not ready yet.
Until then you can use online wallets from exchanges like www.exmo.com - they are not safe, but at least their owners invested a lot in their services - so probability of problems there is less...
