Technical feedback on pre-proposal please

Hello, I am looking for technical feedback on the following pre-proposal (viability etc). I've tried to keep this minimal and to the point: By the end of a voting cycle, if a masternode has not cast any votes (Yes, No or Abstain), it will not be included in the final count for that cycle.

Thanks, and you're right. I've modified the proposal to say, "For each proposal, if a masternode has not voted in this or previous cycles (Yes, No or Abstain), it will not be included in the final count."
