Steam is a digital distribution platform for PC games. Pretty much all PC gamers use it nowadays instead of buying games at a physical store.

The game costs 1.1 Dash? is there more info on the game? Is this like a dash lanes kinda game?

The game has nothing to do with dash. I just give dash holders that are steam users an opportunity to buy it cheaper with dash.
Normal price is 14,99€.

I don't know actually, but I believe it does. I can't play it myself since I own it as a "gift" which I can gift to others. Once the game is activated, it's not possible to gift it to others anymore.
