The number of nodes depends on how many Dash you can afford to buy. The theoretical technical maximum of masternodes is (coins_supply / 1000) so 7228 at the time of writing.

Define "pool".

There are kind of "pools" already available, which collect funds from customers, and pay shares - if you mean this.
