During testing of Dash Core v0.13, the team has determined a need to reset testnet to a previous state to enable more effective testing of the migration to the latest v0.13 release candidate. The team will be introducing v0.12.3.4, which contains only changes required to reset testnet to block 4000.
These changes do not affect mainet in any way. Therefore, there is no need to update to v0.12.3.4 unless you are actively testing v0.13, in which case the team is requesting testers downgrade from v0.13 to v0.12.3.4. Please check the v0.13 testing thread to remain up to date on testing of v0.13 and further instruction on how to test.
