Cannot sync -connecting to peers

I was on v13. I updated to 14.02 but it has made no difference.

What has gone wrong?
How do I fix it?

Please make sure you're using the current version of Dash Core. Currently any version older than 0.16 is going to get stuck at some fork point. Current releases can always be found on GitHub: https://github.com/dashpay/dash/releases/latest.
