Announcing DIP 25 - Compressed Block Headers

We're excited to announce the release of DIP 25, which details several new P2P messages that enable compressing block headers when syncing the blockchain. Advantages of using this include providing a significant bandwidth savings for nodes who are doing a headers-only sync and enabling nodes to support more header-only peers for initial block downloads (IBD).
