Dash governance and voting

Hey everyone. I've been poking through dash wiki stuff looking for more information about the governance mechanics within Dash. Specifically the Masternode voting and payments. I'm having some trouble finding info there. Is there some documentation or forum posts someone can point me to?

Is there a section on the forum where proposals are submitted or is there some off site resource for that? Does anyone have any links to highly controversial proposals that were submitted and the discussions surrounding them?

Here is a list which includes some of the proposals:
Some of these were hotly debated. There were exciting dramatic twists and turns with all of these proposals. In some cases voters switched sides the very last minute before the funds were to be released. This happened to Vendor Experience, Dash to fiat processor & Transform PR.

Lots of great info! Thanks. Trying to parse through it all.

So as I understand budget payments occur monthly, and reoccurring payments can be voted on and handled by the protocol. This is my current understanding of the process and I'm wondering if the following scenario is a reality: If I offer a service and I expect X DASH over Y months for a certain value in USD does the price come into consideration during those payments? If the price of DASH goes down during the second month someone won't receive more DASH to match the value agreed upon at the beginning of the budget. Is that correct?

The requested amounts and payments are in Dash only, not pegged to fiat.

Right, sorry. I was confused because they show a USD value on dashwhale.org next to the payment field. Though thanks to the current DASH price drop and refreshing the page I can see that value is based on the current DASH price.
