Sorry, cant unvote for another about 45 minutes.

The good news is I stopped my miner.

i was getting a block every 5 second sequentially and only my wallet and one of four nodes was in sync, the rest were behind by about 30-40 blocks. my wallet was still syncing MNs but receiving the transactions. I was mining against the mn that my wallet connected to (i only seem to connect to one local?) - eventually everything else caught up. network was having other problems at the time i believe.
Testnet is now stopping at a block (#84184) waiting for new block with 0.5 diff which is not easy to mined after you stop mining (which was getting a block every 5 second), IMHO.

BTW, we need more hash on testnet to move the block...

How do you submit a proposal?
I looked at page 14 and used this but no joy,
mnbudget vote Subs-new-winter-coat http://www.dashpay.io/one.json 5 84200 y6YDeW8M8oxTFxPfb8mVwPFzudBKb8x1AP 100 yes

Almost. That would be

mnbudget prepare Subs-new-winter-coat http://www.dashpay.io/one.json 5 84200 y6YDeW8M8oxTFxPfb8mVwPFzudBKb8x1AP 100

This pays a fee (right now 5 tDash) and returns a hash... for ex:

sf2456regebe5h5e (much bigger, shortening for clarity)

wait 6 confirms on that fee, and then do

mnbudget submit Subs-new-winter-coat http://www.dashpay.io/one.json 5 84200 y6YDeW8M8oxTFxPfb8mVwPFzudBKb8x1AP 100 sf2456regebe5h5e

To note, give some blockheight "space", if it's too close and you don't get voted on, you will loose payments if you get voted on afterwards. Also, right now the max number of dash is much lower, can't remember the limit, but try with 10, not 100.

Summed up succinctly in one long paragraph, how I like it, thanks

Now we just need more hash power, or wait for the blockchain to start rolling again...

Wow, a negative budget, with a negative rolling chain. How does that work? lol...

I think Darksend option, which is in the send tab, should be disabled if there is no Darksend balance.

This new user experience shows that wery well in this thread: https://dashtalk.org/threads/cant-send-dash.5885/
Darksend and InstantX are not checked by default in v12. Let's wait and see if there will be the opposite complaints... something like "Why's Darksend not enabled? Isn't every Dash transaction sent by Darksend? Why is it that my transaction wasn't Darksent?"

I'm kinda astonished that many people still don't know how a checkbox works, what do they do with their computers?

Huh?

Yeah, and they are going to click that DS checkbox although there is zero DS balance.

Is owning a masternode still required for proposal submission? Or did the 5tDASH fee replace that?
