I just opened my qt wallet, on windows, after 1yr and 32 weeks. It shows a partial green bar that is synchronizing but, after several hours it still shows 1 yr and 32 weeks behind. It is a Dash ( not dark send ) wallet. Any suggestions ? Should I download a new one and move my back up into it ?

If you have pre-12.1 version, just follow update guide https://dashpay.atlassian.net/wiki/display/DOC/Updating+to+12.1+-+Users and you should be good.
