Can someone please tell me if votes can be changed / re-cast? I ask because when I was looking at the vote counts, I thought I saw a vote go down, but I can't be certain. Does it even matter if votes can be re-cast?

yes you can
just vote no if you are against a proposal,
or think (an old) proposal is not valid anymore
or
vote yes for whatever you feel that day
