Can you backup a value to print and deliver? I explain: I want to pay 4 dash to a friend who does not have a wallet. How is it done?

I dont think that the javascript that runs in the browser is safe, as long as the site owner may decide one day not to send the safe javascript code to the browser.

Yes. Yes. You can/should run this page completely offline, it's all embedded inside. The code is open https://github.com/dashpay/paper.dash.org and you can grab zipped version directly from github https://github.com/dashpay/paper.dash.org/archive/v3.1.0-dash.zip. You can also regenerate full html from source and make sure that hashes actually match.
