Hidden Service Blockout

Would it be possible say if a tor hidden service ran for some time unable to be identified except that it uses Dash. Could LE or even just the MNO's vote out the hidden service from being able to complete transactions?

The network is censorship resistant. MNO can't vote out transactions they can only vote on proposal funding. The only thing that can block or interfere TX from a hidden service would be too many TX just like bitcoin had in late 2017
