Domante to charity?

Should un-allocated budget funds go to some form of charity?

I was having random thoughts about unworkable budget proposals and had this random thought.

Throw in a last second catch-all for un-allocated funds, and donate to a charity or useful something. As yet to be determined. I'm presenting the concept, not the specifics.

The budget has always had the glaring flaw of having no value comparison. There was nothing against which to weigh a proposal's worth. Vote yes on every retarded thing, why not? This would create such a thing, in a minimal capacity. Sorta.

It still doesn't fix the "we get another pile of free money for nothing to squander next month, so why get a clue or be a responsible adult, ever" problem.

It's similar to other ideas, but instead of being a proposal for a charity, it's a suggestion to put burned funds to use on at least something, while also fixing the problem in the budget of having no value comparison.
 
I want to vote for the second option, but the bad person in me wont let me :(
Seriously though i'm not really a fan for catch-all's for un-allocated funds...
 
There are problems with the budget but I don't see this as one of them.

Doing this might warm the heart but I don't know if it's a good idea. It could inject a more political component as questions are asked why we funded this charity or helped with this crisis instead of funding that charity or helping with that crisis. It could also give the impression that the network is using charity as a stunt in an official capacity for self-promotion. Why can't we leave charity donations or fundraising to individuals to organize themselves?
