Fear of being identified by mnowatch as a multi-MN operator might already be a cause of low voter turnout. I guess that chilling effect would also extend to HPMN participation too, unfortunately.

This is one of the reasons I created mnowatch. I am an advocate of initially one_person-one_vote rule (then reduce individuals' voting power by taking into account their bad voting history). So those who hold a lot of votes, let them hide from the public view, in fear they will be judged one day by the way they voted, and their voting power will be reduced.

This is what is happening in our universe also. The good and the bad spirits that control the universe by their votes, are hiding, in fear they will be judged for their decisions. If they dont hide, then a miracle happens.
