Dash Core Testnet Syncing Problem

I am trying to sync testnet transactions to my local computer by using Dash Core application. But for some reason, the syncing progress always stuck at 99.83%. I couldn't do anything about it whatever I try. I tried solutions written on "Dash core sync problems" posted by XStreamer at 7 Dec 2017 (I can't copy link here because of Dash Forum new user policy) but they doesn't work.

My Dash Core - Wallet application is the latest published version. I set my testnet configuration as described.

What should I do for this problem?

Try to remove peers.dat and restart it.
If not add some nodes.
You can wait for rc8 which will be out within a couple of hours too and see if that solves the problem.

I removed peers.dat but nothing changed.

But how do I add some nodes using Windows 10? There are usually guides for Linux.

Ok, I added ports to dash.conf as follows and my progress percentage decreased.
