It's a function not only of high-value proposals carrying over from previous months, but also the proposals setting their asking prices at the lowest point in Dash price of the year which also means the lowest price of proposal fees which means more proposal owners willing to risk the fees, etc...

The budgetary situation this month is complex and not merely the result of funding proposals you don't like, @Argon31 , but the result of a number of factors beyond the control of MNOs just as much as it is the choice to fund some projects and not others. I'm absolutely helping proposal owners...

@masternube -- Yes, like I said, these were decisions made by members of the Core Team (but not all), and weren't hard, protocol level decisions. The decision to gauge interest according to a modified MN poll and to pay T&C for the work they'd done via submission if that poll went in their favor...

I think this is a fantastic idea and well-thought out and implemented and something the DAO desperately needs: real teeth, real ability to ensure proposal owners make good on our agreements. That being said, whether or not this proposal should move forward is contingent on one *major* issue...

Escrow has become part of the "best practices" for Masternode Voting, but it's not an *essential* part of every proposal. There are some proposals where it doesn't make sense or isn't relevant. When applicable, it's usually a good idea, but it's not always applicable.

I would talk to @thedesertlynx , though as I understand it you're already in contact with him, just to get an idea on how other news sources in the ecosystem fund and pay their reports and segments. The inner workings of those sorts of operations are a bit beyond my wheelhouse.
