Hello, I'm afraid that OCD windows may have something wrong with registry but for workaround please edit your Dash shortcut to have "Dash-qt.exe -datadir=[your expected folder path, ex c:\dashdata]" then create folder (ex. c:\dashdata) and run the shortcut again.

Not sure if it's still working with mainnet or not but this https://github.com/thelazier/p2pool-dash works for testnet.. since my mainnet p2pool with old version still working ok, so I don't apply this on my mainnet yet..
