Why don't the proposal owner make a contract that is a agreement to provide services should the proposal be funded? Then if the money comes, the proposal owner converts it into local currency and contractor can start working. After the service is completed to satisfaction, the proposal owner...

In the real world you don't print money. If you did, you could burn what you didn't use (FYI it's not actually burning since the money never is created in the first place).
If you really wanted to save the money, it would make sense to modify the protocol so that the superblock surplus...
Buy sex toys, gamble, hide your balance from criminals, support activism or political parties, pay for medical services (abortion, urologist, gynecologist, psychiatrist, etc), domestic violence victims...
Whatever we come up with, we have to do away with the "oppressive regimes" point (unless you are including the USA ;-) ). If we hammer it in, it would make it seem that if if you don't live under a "oppressive regime" you don't need privacy.
That is a great initiative, compliments to everybody that helped in this project. But I have a few comments on how it could be improved, something to keep in mind in future endeavors:
- I think it was too long for an advertisement of this type. Many people don't have that long of an attention...
