    Personally I'm happy with a higher voting threshold, 40% seemed like a sensible minimum. In the event of a perfectly tied vote I think the default behaviour should be a Not Passed? I don't see a 'No' threshold being needed as surely this would already be taken care of by the participation...

    Up to you, the more vanity characters in the address you want, the exponentially longer it's going to take. eg. 'abcde' is going to need twice as long as 'abcd'
