If they are receiving to an Electrum Wallet (Exodus, Edge, Atomic DEX, etc), ElectrumX is down for a bug fix, if they are receiving to mobile, there are updates for those as well. But I reckon it's a Mobile wallet from the amount. Which could still be an ElectrumX issue if it is a multicoin...

It is the ElectrumX bug that has to be fixed for DC voting to work. Pull request already issued by that guy from KMD who comes into our chat, he runs makers for Dash pairs, he pinged me.
