Agree 100% with the above suggestion. Some sort of system that adjusts the fee based on the number of proposals as well as the total budget allocated over say the past three or so months is a great idea. IMO, that is a much more robust and elegant solution than just dropping the fee 50x suddenly.

It is the wallet.dat itself which is encrypted not the software that you download from the website. That is why your wallet was still encrypted and the passphrase unchanged even after you re-downloaded the software. Secondly, the wallet is probably fine as... but if you want to be 100% sure...

Of course that is not the only reason to vote for the proposal, but given what is being proposed and the fact that it late enough in the cycle that not much else is going to be proposed -- one should need serious doubts about this not to support it. Again, potential reward vs risks.
