Is it normal for pre-proposal owners to send unsolicited messages to MNOs?

Every now and then I get an unsolicited message from a pre-proposal owner asking for feedback or asking to help pay for their proposal fee.
Is this normal?
Do other MNOs get this as well?
It strikes me as a bit inappropriate.
