Spork updates

I noticed that there are some updates to SPORK_8_MASTERNODE_PAYMENT_ENFORCEMENT, which toggles it on and off. Has the purpose of this been explained ?

We had a few potential split situations when we had to disable mn payment enforcement (spork8) and turn it back on shortly after. Usually we keep spork8 off all the time during migration but it's a long and _almost_ non-conflicting one so we try to keep spork8 on as much as possible. Unfortunately we still had one block where miner was able to claim the whole reward to himself https://www.dash.org/forum/threads/strange-transaction.17851/ without being punished (block was accepted), which is only possible when spork8 is off.
