Is it possible to move the 1000 Dash from a MN address and later on activate the MN again by sending 1000 Dash to the same address and restart the MN from cold wallet?

You can move them anytime, it makes no difference if it's the same address or not but the transaction ID will change so it will be seen as a new start and you'll miss a payment cycle.

Always exactly 1000 Dash. One other point that may be useful, this changes the masternodes configuration but the network can remember the old configuration and refuse to start with the new on, if so use "start alias <alias in masternode.conf>". To simply restart use "start missing" or "start all", "start alias" clears out old configurations including their place in the payment queue.
