You probably use an old version.
Get the newest one from here:

In fact! You are using an old version of 4.0.9.1
The newest is Electrum Dash 4.1.7.4
Once you update you are free to spend whatever you want.
You can also go the way you received a response on dash service desk but it's easier to simply update electrum and move on.
