The date of account creation does not count.
What it counts is the first one who asked for it, and of course the one who will "convince" the others to vote for him.

Yes! All masternodes (regular or evo) are able to vote on usernames. You can load your MN identity into the Dash Evo Tool as described here: https://docs.dash.org/en/stable/docs/user/network/dash-evo-tool/index.html#load-existing-identity. If all you are doing is voting, you only need to add the voting key and can leave the owner/payout key fields empty.
The Dash Evo Tool requires a Dash Core full node configured to allow RPC and ZMQ access.
I can vote for the Dash budget, while having a simple EMPTY core wallet.
Why do you require for us to have a Dash core full node now, in order to vote for Evo?
Who designed this, and for what underlying reason?

The full node is required for proof verification since the Evo Tool doesn't currently have that built-in (it gets quorum info from Core so it can verify the proofs it receives). ZMQ is used to receive info about InstantSend/ChainLocks and, in theory, could be disabled if you're only using the Evo Tool to vote. RPC is required because that's how it talks to Core. And an empty wallet should be fine if you are just voting.

As long as an empty core wallet is fine if I am just voting, why dont you built this functionality in the core dashqt wallet?

Why should I have two wallets in order to vote?

It is amazing how much effort DCG puts, in order NOT to allow people to vote.
For example, in the dashqt wallet, in the masternodes tab, you are not allowed to copy-paste the proposal hash, in order to be able to go to the wallet console and vote!!!! Is this by chance? Of course not. DCG always wants to discourage people from voting. They are doing this, because these are the guidelines of the governament agents.

Does this mean there is no decentralized API yet? Or just not fully completed yet?

Why are 1K nodes disqualified from username profit sharing yet they can vote on usernames?
