That's actually not a bad question.
I'm guessing that there is some limit to the number of instant transactions MNOs can process, but I have no idea what it could be.
It would be great if someone that has more knowledge about the Dash coding would comment.

Waayyy back in the day when IX was invented, the stated plan was to, eventually, do exactly this; all TX to become IX with no (or very low to the point of not caring) fees.

Whether or not that is still the plan/intent, I'm not sure. Much has changed since the good ol' days. Not many crumbs from the Tables of the Ivory Tower make it down to us peasants anymore... We don't really know what's going on, if anything, these days...
