Proposal System update/problem

i honestly didn't even know you can vote against someone who is already getting funded. When I first came to Dash I saw we were funding a 3 month proposal that was suppose to do interviews and on the third month nothing was done! Literally Nothing! But they ended up still getting complete funding.

I see this as a problem for sure, of course we have the option to cancel funding but it has yet to ever happen. It would be very hard to convince and get the word out to all the master node owners to go down vote a proposal that already passed and no work has been completed.

As I see it we have 2 options:

Get rid of monthly funding totally. the budget is paid out monthly why should we create auto payments monthly. This makes it easy for the proposal owners, but lost budget proposal funds because of us "making it easy" shouldn't happen.

We create a better proposal system for people to recognize a previous proposal is getting downvoted or "action" is going on.

Just throwing it out there that it will be very hard to reverse a proposal and we need to change that
 
We cancelled plenty of stuff by down voting it - where you been?

This is why we need a proposal evaluation committee, or DGBB auditing committee.

There have been multi-month proposals that have been de-funded (for example, https://www.dash.org/forum/threads/company-memo-we-just-fired-michael-terpin.7940/) - but I agree that we need a system where ongoing proposals are followed up on and evaluated. It doesn't have to be a protocol level fix, just Masternode owners figuring out how to accomplish this on their own.

This was the proposal I saw that lost not one but 2 months of funding until down voted https://www.dashcentral.org/p/dash-across-world sure it was down voted but should have not been 2 payments lost. 1 was enough and absolutely no work was done at all in the first month so why would the second month be funded? It's a problem obviously you can't disregard that
 
Patience..Dash was not built in one day.. Monitoring Proposals is going to be an 'interesting' problem to solve: Who; what do they get paid; who appoints and monitors them; how is the monitoring done; Projects will have to be given milestones - some will fall within a budget cycles; Phased gate approach?; etc etc... Patience.. This won't be done overnight, but it is scheduled. See above
