Proposal: Core Development - Electrum & Sentinel (Oct)

This proposal is to extend the Electrum and Sentinel support through October (but at the correct amount for a core-team equivalent payment amount agreed with Tyler Willis). Tyler is now supporting both Electrum and Sentinel as part of Evan's development team.

Requested funding is as follows for the October 5th budget cycle:

• 78.64 Dash for part-time Electrum and Sentinel development support ($920 USD @ $11.704 per Dash based on September 18th average rate at https://bitinfocharts.com/comparison/price-dash.html)
• 5.00 Dash reimbursement for the proposal cost

Total: 83.64 Dash

Note: Should any funding go unused, we will apply those funds toward future development needs
