Which one is the latest and not in fork ? ( i mean working at the moment )https://www.darkcoin.io/getstarted.html
Stable (v0.9.4.11) Windows OR Release Candidates (v0.10.8.11) Windows RC2 (Darksend)

I downloaded the wallet , but It runs as a standalone app rather than normal wnidows install . Is it normal ?
Where is the blockchain stored then ?
What is the file location of wallet.dat ?
How can I update the wallet , if it is standalone app ?

You can use any of the two wallets. The Stable version doesn't have Darksend and the RC does (although limited to 10 drk).
You are right, there is no installer. All the files and the wallet.dat file are at:
c:/Users/YOUR_USER_NAME/AppData/Roaming/DarkCoin
