Masternode payment question. Not all blocks have MN payment?

I found out that not all blocks have MN rewards. I don't know if it used to be like that previously.
But as far as I know, all blocks should be distributed to miner and masternode (now 37.5%)

For example,
block 210010, 210013 and 210025, 210024 etc. do not have payment to Masternode.

I realized in those blocks that do not have payment to MN, were mined by XxDotRpSDzgyAkx3jHkLZD8YYZRwbcjmmA

From here, I can see that all blocks mined by this address, do not distribute payment to Masternode

...because enforcement isn't on while the network migrates to the latest Core wallet. Without enforcement, miners are free to skip paying the masternodes if they want and keep the whole block reward for themselves. When enforcement is on, if they aren't paying masternodes the accurate payout percentage (now 37.5%), their blocks get orphaned.

what is the consequence if we turn on the enforcement now?
or maybe i should ask why we cannot turn on the enforcement now? (we can only turn on after how many %of MN update to 11.0.13 ?)

I actually have not seen a MN payment since Jan 31st? Is this because of the enforcement thing, it is now Feb 6th. I checked the logs, etc. and both MN are working right along.

Enforcement has been off for a few days. Probably will stay off until InstantX is rolled out as it doesn't make much sense to turn it back on and then back off when IX should be out within the next week or so (if not sooner).
