I read that dash inherited a bug from litecoin when it forked.
Can someone explain what bug this is and has it been fixed?

It inherited quite a lot of bugs from LTC, that codebase isn't pretty! The bug you're talking about was in the coin emission rate calculations. It was actually a bad patch that addressed the symptoms of the bug (rather than finding and fixing the bug). It caused very high coin emission when released, it was patched fairly quickly but caused a spike at the start of coin emission. Other projects got caught out by the same bug, very few choose to port the Litecoin codebase these days!I read that dash inherited a bug from litecoin when it forked.
