What if my masternode dropped from the queue

My master node dropped twice last month from the queue due to a crash of hard drive and a power outage. Each time after I restarted the node, my queue place is less than 10%, shown on Dash Center, but I would never get any payment for over 8 days. Normally a fresh master node would not take that long, what is the cause of this? Is there any kind of punishment that intentionally delay the payout to the same address of a node if it is dropped from the queue?

A fresh masternode (or any masternode) can take more than 8 days, so it is down to luck to a certain extent. Sounds like you've had a little run of bad luck and I hope your payments come in soon!
