Evan is locating Dash Labs in Hong Kong, which strikes me as an interesting choice.

The most obvious reason is that Andy Freer is located in Hong Kong, so perhaps it makes sense to co-locate with him. I assume the team is located around the world.
Another consideration might be jurisdictional. Hong Kong is kind of an in-between place. It's no accident that Edward Snowden selected Hong Kong as his first stop from where he began his NSA whistle-blowing. There are powers-that-be that will not be enthusiastic about a worldwide, distributed, easy-to-use currency with strong privacy features.
