What I like about this card in particular is that your balance stays in Dash until the moment you spend it. I can't wait to get my hands on one of these babies!

Looking through their whitepaper linked from here: https://www.tenx.tech/ it seems the debit card was available in Singapore from April and worldwide (with some exceptions, e.g. USA) from earlier this month (June). It looks like you apply for the card from the TenX app which is currently only available for Android - web app coming in July 2017 and iOS app coming in August 2017.
