What does the fCachedEndorsed parameter mean and how is it achieved?

Will a proposal with the configurations below be able to receive a budget, if available?

I had already read it, but it's not clear, just say:
"Endorsed vote details".
I would like to understand more about all governance parameters, how they work, when and how a proposal is deleted and mainly where I see the allocated budget? How to know the final result of the vote in 1662 blocks before the superblock? Is there more specific documentation than this? I already read the entire gobject section and can't find my answers.

I believe that is all that is available, although there might be comments in the relevant source code describing the mechanism in more detail. @thephez @UdjinM6 @Pasta can maybe share some more details?
