Forking dash and using masternode proposal with no fee??

Hi,
I am trying to utilize dash fork and in my case, i need to make proposal fee zero. But i am not sure how to do it? I talked with a developer and he told me it can't be done. Can somebody guide me?

The reason for the fee is to prevent spam, you do not want to make this zero, but in the case of DASH, a spam fee of 5 X $68 is stupid high and should be changed to 1 DASH.
